The property owner, the HCV family and the JHCDC have a three-part relationship which gives a low-income family the opportunity to rent a unit on the open market.
The JHCDC enters into an agreement with the family in the form of a Housing Choice Voucher which allows the family to search for a suitable unit.
The HCV family finds a unit and enters into a lease agreement with the property owner.
The property owner and the JHCDC enter into a Housing Assistance Payments (HAP) contract, providing a rent subsidy for the HCV family.
The JHCDC signs the voucher with the family and a HAP Contract with the owner. The owner signs a lease with the family. The family is the JHCDC’s client and the owner’s tenant.
